FERPA Consent to Release
At the post-secondary level, student education records may be released to a parent or other third party only under the following circumstances:
- Through the consent of the student via FERPA Consent to Release established in the myUCCS Portal
- In compliance with a subpoena
- By submission of evidence that the parents declare the student as a dependent on their most recent Federal Income Tax form (IRS Code, Section 152).
- Under the alcohol and controlled substance exception or in connection with a health and safety emergency under the circumstances set forth in § 99.36 (if the student is under 21 years of age)
- FERPA Consent to Release allows a parent or authorized third party to contact the university on behalf of the student about educational or financial records only. Note: FERPA Consent to Release only applies to academic and financial records. For more information on the release of medical records contact the Wellness Center.

Students: How to Grant Consent
- Log in to myUCCS Portal
Select the Records and Registration tab at the top of the page. Then select the FERPA Consent to Release tile. Select Authorize/Edit FERPA Consent to Release.
- Alternatively, on the portal homepage select the 'Profile' icon under the 'Student Center' then select 'FERPA Release' on the left hand menu.
- Here you can add, edit, and delete individuals for your FERPA Consent to Release. Select Add FERPA Consent to enter a new individual or organization. Type in the first and last name of the person to whom you want to grant access and/or their organization (if applicable).
- Set a password that is unique to this specific parent or third party. They must provide it when contacting UCCS about your record.
- Select the records category you would like them to be able to access information for and discuss with department staff. This can be either 'Academic' only, 'Financial' only, or 'All Educational Records' which will include both Academic and Financial records.
- Click Save to see a confirmation message before moving on.
